Could Cameron be showing signs of delusion?

http://www.dailymail.co.uk/news/article-2257854/David-Cameron-wants-seven-years-Downing-street-push-enormous-reform-agenda.html

According to the Daily Mail website:
- Cameron wants to serve as Prime Minister until 2020
- to push on with the reform agenda
- to press on with same sex marriage
- press on with benefits cuts for the wealthiest
- press on with overseas aid
- tomorrow will set out the top priorities for the rest of his term
- expect to introduce a cap on elderly care costs at £75,000
- implement pension and child care reforms
- change our role in Europe
- introduce a 'deport first, appeal second' system for deportees, appealing only if they faced serious harm

According to my thinking this means:
- we will stay in Europe and have no referendum
- he will continue to marginalise the poor and those on benefits
- he will continue to push the Church of England to 'get with the programme'
- he will continue to allow the public services to remain demoralised, because all organisations 'get demoralised at times.
- he will increase our worship of GDP
- he will increasingly using globalistic, universalistic language
- rising homelessness, benefit cleansing, food prices, foodbanks and debt will be under his watch
- reduced workers rights to improve GDP, but not people's security
- more powers to check your behaviour and pre-reprimand you
